Cut that wire near the ECU. It's an input that relates to transmission control status.
Btw... the 1997-1999 ECUs did not have the ability to throw that code according to HMAServcie. There are no fault descriptions only for

DTN, some progress here. since pin 61 is grounded, instead of P1613 it's P1611!

I left it open, but the P1613 is back up even after resetting the computer.
I'm trying to ground pin 10 from E59-1, is that the TCM plug? I can't find the diagram for that. Hell I don't even know how you found that schematic! I would make a real lousy james bond, "umm, where is the wire to the nuclear oscillator you say? POS design... damn, 3 seconds left"
Could this also be from the Transaxle Range Switch on top of the transmission? My reverse lights are not hooked up at all. I doubt it or it would give me a different code.

so it gives you a p1613 when open and a p1611 when grounded? It will probly give you a p1613 when it's shorted to 12V too. You can try it, but it may not work.
If 12V, ground and open do not work, It may require a TCU in order to give the proper signal to the ECU. I know you removed yours so that may be the problem.

I just finished up swapping my rear speakers. While I was doing that, I verified continuity from the back of the stereo deck to the rear speakers to make sure the wires were properly connected with correct polarity. While I was doing that, I noticed that it would be easy to disconnect the TCU plug.
I drove out to an abandoned parking lot to crank my music up and then to the store, I'd guess I completed at least 3 drive cycles. Now, Pending codes will pop up as soon as the car realizes there is a problem. Pending codes will activate the CEL after a drive cycle or 2 and cause a stored displayed trouble code.

I have no DTC/CEL with my TCU disconnected. This would suggest to me that you've got to either
A. Clip that wire right at the ECU because it's shorted to voltage somewhere along the line.
B. Replace your ECU.
Those are your options to get rid of that flippin' CEL mang.
The car drove fine with no noticeable problems or even a change in the driving performance, with the exception of cruise control did not work. I just hooked it back up to re-enable my cruise control after taking that snapshot. It's my belief that the TCU in a manual transmission Tib is for cruise control only. If the torque reduction signal was used, then the car would have driven differently, I think.
I've got a spare ECU.
