If you truely do not want to hurt this guy any more than you have to. Be direct, be honest, and be firm. The longer you put it off, the more attached he is going to get, the more chances he feels he is getting, and the more likely he will think you feel something for him.

Yes, telling him you do not want to date is going to hurt him, crush him, make it feel like his world is falling down. Not telling him is going to make the eventual pain all the worse. If you truely do not want to hurt him, do the compassionate thing and tell him sooner rather than later.
