Hooning is austrailian for anti-social driving or behavior.... they have laws about being social.

visionz, i'm not really that mad at police. they don't get to choose the laws they enforce. its more of a governmental problem, conservative australian voters suuure love these laws. also, i'm so sorry to everyone for how de-railed this thread has become

Don't worry about it, it was quite on-topic. I just didn't understand why someone would get in trouble... Turns out Australian laws are pretty strict.
