I know Chris (Blacktibs, the haloz / flyryde guy) did it to his Tib. He swapped everything in the interior from 1st gen to 2nd gen. I know it took an ass load of time and probably a lot of cash. I think there are a ton of wiring issues to deal with and not sure if it's really worth it. You'd have to be lucky and catch him while he's online and ask him.

you will need the wiring harness off a second gen crash pad. then, you will need the second gen radio surrond and cluster facia(with all buttons in it).
you will have to take out the entire crash pad, and swap the wiring harness that is connected to it.
then once you get the crash pad with the new harness in, its plug and play. the problem is that the switches have different connectors between the years.
another option to the one listed above is to hack up eahc switch connector on your rd1 harness, and solder in the connectors from the rd2 harness. i wouldnt do it though, taking the crash pad out would be easier.

Honestly, the only time it would be convenient to switch it up would be if you had the whole car reupholstered. The crash pad is fully swapable, and its only 6 bolts holding it on, but it must be unpluged first.
I'll say this, being the only one I know of that HAS switched crash pads, you'll switch your VIN number on the dash too, otherwise when the next cop that pulls you over checks it out, he's gonna getcha.
This mod is really just a "hyundai guys" mod. You'll get a bit of respect for it, but nobody will trip out when they see it.
I'm working on a new dash that will be 1st and 2nd gens, one for each gen.
