Chain noise
Yes,I had looked under my valve cover already. the chain is showing slack and needing replacement. I had this problem with my car twice
1st at 47,000 km, 2nd at 100,200 km. Is this normal.Also two of my friend 98 and 99 Elantra with the same turbo set up have this problem too.

I've got 135,000 on one tibby in N/A form. No chain problems. One tibby with 45,000 turbo miles, no problems, and one elantra with 30,000 N/A miles, no problems.
It's my understanding, that the chain is supposed to last for the life of the motor. I don't see how adding a turbo would stress the chain any more than a N/A setup would. Unless you are running an alternate cam. I've never heard of anyone in north america having an issue with their cam chain.
Have you checked your cams and cam journals? Is there any abnormal wear there? There should be if you've replace this chain 3 times. It sounds like not enough oil is getting to the cams to lubricate them properly.
Where are you taking the oil out of the motor to lubricate the the turbo. Where are you measuring your oil pressure at? The beta1 has an oil pressure restrictor in the block, leading to the head, to keep the head oil pressure between 20psi and 40psi. If that restrictor is bad/damaged, your cams wouldn't get enough oil, your HLA's wouldn't get enough oil, and increased wear/drag would strech your chain. Check the oil pressure in the head.
edit I don't want you to think I'm doubting you, I'm just thinking "out loud" to try to come up with a possible reason/answer for why you would be eating through those chains so fast.
