The Bypass valve works on Vaccum. Durrning normal N/A engine operation, your engie does not suck hard enough to suck open the flaps in the Bypass. But if your air filter is ever under water, the engine works 1000 times harder to suck water up that pipe rather than air. This builds a tremendouse vaccume in the CAI pipe. This vaccum opens the flaps in the bypass, allowing air in the CAI through the Bypass, and lowering the pressure in the CAI allowing the water to drain out of the pipe/filter.

Once all the water has drained out, the vaccum goes back to normal, and the bypass valves close again, and the engine starts sucking air in through the air filter.
