You'll need to hit the area with an angle grinder, but you can do it without removing the wheel it's just tougher than with it off.

Yeah, that's probably what's rubbing. Look at the strut body too, or at leach reach around and feel to see how much clearance you have between the wheel and the strut body. If you can feel a gap it's enough. If not, maybe not.
