Eibach, camber bolts???
1.2 Drop on a 01-03 Elantra should put you at 0 degree of camber front, and the rear you can have 1 degree negative without the need of camber bolts. Just set the toe to the factory settings front and rear after also.

That is correct. The bolts get installed in the lower 2 bolt holes that connect the strut to the wheel/a-arm assembly.
