Is It a cooling device for mass electronic's.
Air runs through the holes and cools the wires
to stop overheating the wiring loom?

Does it have something to do with Valve Timing, like Vtec(Variable valve Timing and lift Electronic Control)?
If that is what it is, it is a mechanism for optimizing air/fuel mixture flow through the engine. The vtec unit opens the valves nice and wide at high RPMs, but opens them not as much at low RPMs creating an engine with smooth operation at low RPMs, and high power output at high RPMs.

turbo timer

How about a device that leaves the fan on 5 minutes after the car is turned off to kool down the engine? that would be nice

How about a device that will allow you to increase the rev limiter.... It will get you to 250kph a lot quicker

timing retard/advance unit

let me see....

This thing eliminates factory ECU limiters. Speed, RPM...
