The so called "chips" are from a heliarc welder the manifold looks fairly decent other than i will say its going to crack eventually. Thin wall tube always dose unless its very good quality. I wouldnt worry about smothing the so called chips out you have alot more restrictive surfaces than that in a manifold for one where the wastegate comes out of the turbo (internal) or where the wastegate tube meets the collector (external) all the rough castings on the turbo housing itself. ect ect. Unless you are either extremely picky or looking for high horsepower (wouldnt use that manifold if so) its insignificant.
