I don't think it would, so long as you keep the butterfly fully open when on the dyno.

What are the specs of your garett T28 BB turbo?
Like what trim wheel on both sides and whats your A/R for both Cold and Hotside?
ALso what RPM does boost start to come in with your Turbo you have and then have full boost by?
