The only problem with the obd2 that I can think of from a turbo setup would be if the cat is not cleaning enough exhaust. If this is the case, you would throw a CEL also (good indication you wont pass inspection smile.gif ). If this is the case, get an aftermarket cat to make sure its cleaning the exhaust properly.

You will pass emissions with a turbo as long as the cat isn't throwing a CEL. I've went through emissions here in VA (less strict than NY probably, but hey) running 17 pounds of boost. No problems, as long as the cat is working and doing what its supposed to do. A turbo may wear down the cat faster though, so you need to keep an eye on it.

If the cat is not filtering enough, you will get a CEL. If you get the codes scanned, it will come back with something like "catalyst above threshold" if the cat is bad/not filtering enough.

My dad used to put a few bottles of alcohol in his old truck before taking it to inspection so it would pass. Maybe some methanol or c16 race gas would get you passed?
