Default Oil Return Idea

Could you tap the oil cap, put a fitting in it and run the return line to the cap instead of the pan?

No, as stated, the oil exits the turbo mainly by gravity. It should be fairly simple for any shop with welding equipment to tap your stock oil pan for a turbo return line. Just make sure they tap it high up on the pan. You don't want the turbo oil drain below the level of oil in the pan.
