Default Shifting into neutral without the clutch

Is it possible to shift into neutral at low speeds without using the clutch and not hurt anything?

Yes. Just get used to rev matching and you'll be fine. Going the other direction is a little harder, but still doable.

I do this every day. You only need the clutch for situations where the friction is too great and/or gears would be clashing teeth without. You are disengaging gears, so no worries about clashing. Coming up to a stop light there is guaranteed to be a time you will be changing from drive to coast inside the differential, and if you miss that you can blip the throttle a tiny bit to get the engine speed back up where it needs to be to slip the gears free.
