You must make your own wiring. these will provide standard spade terminals to the outside of the headlamps, you wire up the rest.. Just like the flyryde kit, except with quick disconnects instead of bare wires.
These are 12V. They can hook right up to your marker lights or if you'd like, you can hook them up to a toggle switch. They come in white.

I think a wiring harness should be included with these. Adam, its easy to you, but hard for others.

What's your reccomendation for a resistor to pair with them for a decent lifetime?
Which of the two connectors (M/F) will be +/-.

I just noticed you've got a fuse included in the normal kit. Would I be correct in assuming that is for people who want to set these up with a deticated line?

If you look at the base of the connector, the white wire will be the positive. The fuse is part of the wiring harness. It is not needed for the install, but it is an extra and redundant protection system.
No need for a resistor, they are set up for 12V already. If you feel that you must, you could add a 100 ohm resistor inline to trade brightness for longevity.
