Just to clarify - dispatch said that because I did not wait for the police to arrive before taking my wife to the hospital, that it was now a civil matter and they would not get involved or file a report.

^^^ I've heard of that happening up here too, actually...
The police can say that since you didn't wait on the site of the collision for them to show up, they can't actually prove that anything happened.
It turns into a "your word against hers" sort of situation.
It's a bad, bad scene, and I hope everything goes well with your wife. And I hope that woman who ran off gets what she deserves.
