If that happened around here, I think the car would get keyed or kicked.

Is it possible the snow was covering the lines at the time he parked? I remember seeing all sorts of crazy parking in the afternoons in Colorado if the temps came up and snow melted off. However, not that much snow and it is a BMW, lol.. so probably not.

Off Topic, another Houston person?! Rare on these boards recently.

Maybe the driver was confused by the BMW badge and assumed that is how they should park?

If it's that icy, simply push the car sideways so he can't possibly get out.

Lessons from the motor pool:

If your rookie policeman parks too close to another COP's cruiser, he might come out to find his car parked in a way such that he has to go in the passenger side, and when he starts the car he may be surprised to find lights, sirens, wipers, radio, a/c, etc all turned up as high as they will go.
