They need reasonable suspicion that you're on something to search you. Then they can arrest you for possession if you have anything on you.
They can't arrest you for the suspicion that you're high, at least not in most places. I seriously doubt that they could anywhere in the US.
In Washington it's not even the law that you have to identify yourself if a LEO requests it. IF they're charging you with a crime they are still (obviously) allowed to detain you and once you're brought before a judge you are required to identify yourself.

sorry cobra that's bullshit. being high is not illegal anywhere in the US that i know of. being high while driving or loitering, or committing some other crime will get you an additional charge but if i walk into a coffee shop high out of my mind and sit next to a table of cops they cannot and will not do sh*t. very different from public intoxication

Public Intoxication is generally not a charge in most places, it's a Drunk and Disorderly or a similar charge. It requires that you behave in a significantly disorderly manner.
