Default Is ZEX rated at crank?

I was doing some reading online, and there is some debate about ZEX kits being rated at the flywheel. Can anyone confirm if ZEX rates at the crank or the wheels? Anybody ever dyno a zex kit?

how would they possibly rate a universal kit for any car, at the wheels?

if every car has a different drive train loss, how would that be possible?

those ^^ are the better questions to ask yourself.

HINT: the answer is NO, not rated at the wheels.
