Maybe the guy did a shoddy job on the exhaust previously, then used bondo or one of those patch-up exhaust wrap kits to seal it off? Maybe he calls that stuff a muffler belt?! If that is the case, he's a dickhead!

 

sorry man.. this has gotten WAY out of hand in less than an hour.. if you want to open it later to show proof of this "muffler belt" then I will reopen it for you.
