The indiglo gauges from APC are only made for the 2000-2002 Tiburon, not the 1999. YOu can modify them though to fit...

If I understand this right...the gauges fit, but the speedo and tacho needles stick/stop or don't go all the way up. Right?

if so, just loosen the needles. Pull them back out about 1/8" to 1/16", that should free them up and allow them to do the full sweep.

As long as you don't pull them OFF, you should be fine. You just need to give the needle more "clearance" to sweep around without hitting the new thicker gauge faces. So you just need to pull them back a tad, about 1/16" to 1/8". If you go too far the needle will come off and yes, then they might have to be recalibrated.

How did you calibrate your needles after installing the gauges in the first place?
