i notice that opne of my headrest is angle forward but down and the other is angle straight up kinda like this

<- right headrest
| <-left headrest

this is angled towards the front of the car..how do i go about angleing straight again?

Give it a good "whap"?

You can remove them by just pulling up on them while pressing in the release lever. Try removing it and re-installing it.
