I was trying to replace the lighter bulb with an LED, resistor and all. it didn't work, so i reversed the LED and it popped. next thing i know my cluster doesn't light, and the left headlamp and left taillamp don't work.

i don't know what could have went wrong, i did everything correctly. green wire is +. it's the first time this has happened.
all signs point to a fuse, but i have no idea which one. i checked all interior fuses, they're ok. so yeah it has to be one from the engine. ^ah ok.
there are some parts of the cluster that do light up but others that do not.

The green/white wire is illumination + Green/black is illumination -. If you hook to illumination - it's grounded though the dimmer switch which can go bad too. The Ill+ includes the cigarette lighter, and the door switches. They are running only on 12V from the fuses.

present en route.
how can i test the the LED's on the lighter assembly without blowing another fuse? any idea on what made it blow?

Pretty much there is no good place to test there, unless you make a test cable from a 12v DC lighter plug. Try your overhead lamps, or directly from the battery, or the plug behind the lighter.
I have a friend who dropped a penny into her lighter. She kept blowing fuses. We couldn't figure it out. Once I figured out there was a penny down there, it was a PITA to get it back out. It's just a tight spot to work in.
