P0137 Dtc With O2 Simulator

So I bought one the O2 Simulators on ebay to eliminate my damn CEL. I had installed one of these on my old RD1 and it was a breeze and worked like a charm. But this time it ain't working on my RD2.
I monitored the output voltage of the simulator with my OBD2 scanner and it varies between 0 - 0.675v
My car is currently throwing a O2 sensor low voltage code. I was wondering what was the output range for it to not throw the CEL, and if anyone else has had this problem with the O2 simulators that they sell on ebay. I'm thinking that this one I bought prob. ins't working correctly.
