Try Resetting ECU. but follow procedures at hyundai webtech site...

Breakin....
10 miles, between 2-3000 rpm AC ON a few miles AC off a few miles. turn it off... do it once more and ecu reset is complete.

Lube up the throttle cable and also make sure your TB isn't sticking (with the Throttle cable off).

Visit any auto parts store. They will have "Cable Lube". I would not reccomend you use WD40, as it doesn't last long, but it will work short term if you have it handy.

While you're at the auto parts store, pick up a cheap $20 multimeter and check the TPS voltage like Mad Machine suggested.

How many rpm are when this happens?

When I put in neutral while driving rpm drops to 1000-1100 RPM. then when I stop it drops to 800-900 RPM.
Is it ok?

Yeah, the car will not drop down to 800 rpm right away. It sits on 1k for a moment before slowly dropping. Also anything that uses power can cause the rpm to go up. Brakes for example but also the vent for cooling the engine.
