muddy coolant = oil and combustion byproducts in the coolant = bad head gasket or much worse
Down 2qts would also say oil going into the coolant and/or out the exhaust somehow (rings, valve seals)
Spots of oil in the tailpipe smoke means a LOT of oil is burning
A compression and leakdown test would be a good idea at this point.
This sounds increasingly like a very unhealthy engine . . . but not to worry! A junkyard engine with a lot of good miles left can usually be had for <500 and it is a(n advanced) DIY replacement.
