I have seen the term used before. Is there a real definition for hesitation or is it just your engine feeling slow and sluggish?

I'm not sure what you're referring to. Turbo lag (not on GC stock turbo)? Limp mode? No boost under Low Fuel?

The feeling of "wow, I just hit a flat spot of sorts, why am I not going along as I should?".

Can be a lot of things causing it.
