Default Problems again RANDOM,RED or CHEUK PLEASE HELP!!

Well fisrt of all i just got my Tibby back from the machanic shop to install my 5 PSI wastegate/Actuator which i recieved from Alpine.
I had a 9PSI wastegate that came with the Turbo kit but im running Stock compression and internals and i recieved the 5psi wastegate instead.
Anyways the complete install went through as well as they ported out my downpipe so that the flapper can open up fully and not hit the flange like before.
The problem im confronting is refered to BOOST CREEP
I took my car for a test drive to see if the boost has droppd from my previous 11psi of boost,BUT NO
So anyways when i was driving it i was consistant at 6PSI of boost just until i hit 5000RPMs and it Creeps up to 11PSI of BOOST.
Below 5000Rpm's im exactly at 6PSI and THIS IS THE BOOST IM LOOKING FOR but its creeping ?
I also measured the boost in every gear to see at what RPM the boost starts to creep.In First gear i was 3500RPM just enough for the Turbo to spool then i FLOORED IT and when it hit 6700RPM i was at 5PSI of boost then shifting from 2Nd to 3rd i was at 10psi of boost at 6000Rpm.s and SO ON!!
Is teh Actuator defective in any way?
How can i rectify this problem?
Im going NUTS
If i was to add a boost controller would this solve the issue?
Any help would be appreciated!!!

Check for vacuum leak
Check for wastegate sctuation function, is it sticky?If so clean, replace and monitor.
Check boost controller vacuum line for leaks.
Check if all hose clips are torqued down, so as to prevent vacuum leak.

Try these first, don't know much about turbo troubleshooting, very few turbocharged cars where I am.

To me, it sounds like your wastegate is still not able to flow enough air to keep the turbo from spinning up.

I would try to machine out a bigger recess for the wastegate flapper, and possible, machine out more material to give that air somewhere to go.

Random!!
On the actutal Flange on the downpipe it was cut open so that the flapper can fully open up.He then welded a little box shape to the downpipe to cover up the hole he cut opened?
What a friend of mine was sugesting is to port and clip the Turbo and install a bigger flapper,something rom a 16G Turbo.He said this would probably eliminate the boost creep.The think is it only creeps after 5000RPM's?
What are other ways of testing this out.
Ill try to disconnect the little pin that holds the actuator to the flapper and see how much boost i get.I should get very little Boost.

I guess another alternative is to go with an External wastegate and this is gonna cost BIG BUCKS with labour.At least $1500 CAN or more with labour.They would have to weld the External wastegate to one of the runners with a Flange attached it.The bitch part about it is that the Exhaust manifold from Alpine is CAST IRON and is a PITA to cut and weld it.You have to know what your doing and im not sure if its actually worth me doing this.
Or i can port out the Turbo and install a bigger Flapper from a 16G turbo which may also fix the problem.
Which is the best and cheapest way to eliminate BOOST CREEP?
Or i might just install the unichip and spacer because i cant afford to waste anytmore money on the Turbo!!

Check everything again.
Make sure that the wastegate is opening.
Check especially the vacuum hose going into the wastegate actuator.

The vacum line from the Turbo to the wastegate is tight and is also zip tied!!

If it only happens after 5000 RPM, that seems to indicate that the flow going through the wastegate is in sufficent to keep the boost level down.

Do this little test. Wire the wastegate open. Do some full throttle runs. My guess is that after 5000 RPM, you will start to see boost creep up, even though the wastegate is 100% open. Why? The wastegate is not large enough to handle the flow.

You can go to an external wastegate, but the alpine turbo manifold has no provision for that.

Clipping the turbo is a good way to kill/waste/destroy a perfectly good turbo. No turbo manufacturer "clips" the turbo when they make them. Read the latest article in SCC on boost acuators and read up on "clipping" and you'll get a better idea as to why you should NOT do it. (it destroys the efficency of the unit).
