is it affecting the starting/running of the vehicle? or is it just an annoyance?

 

Mine makes the exact same noise every single time I shut it off. I always imagined it as some type of "bounce back" as stated above, though that was pure speculation and I've never had it looked at. I'm curious how this will unfold.
