thing wall socket comes to mind, but wow... Are you able to bend/clamp the surrounding circular part so a vice-grip could turn it? Does the nut/bolt head stick up far enough to get a vice-grip on it?

What is this found on?

Oh sh*t, I forgot to update this thread. Majik is on the money, the cups turned out to be quite soft. I crushed the cups onto the nuts with the nut cracker, then started undoing them with vice grips.



This was taking a while though, and time was of the essence here. I went and got some bolt cutters, which also failed. In the end I shitcanned it and found an older, unprotected sign to adjust.
