Car keeps blowing the ecm fuse in the engine bay within 3 seconds of running. Ideas?

dude... we need more information than that. The more, the better. What have you tried? What symptoms are you having? What has changed right before it started happening? List ANYTHING you've done to the vehicle recently (oil change? fuel pump replaced? tires rotated?)

He replaced the fuse, and it popped again.

It's B (20A) in the diagram:

A short for sure, could also be a shorted out sensor. Get your hands on a OBD2 scan tool and grab any codes that are present.

You blew the fuse with the fuel pump relay out so that rules out your fuel pump relay, fuel pump, downstream (rear) 02 sensor and fuel pump check connector.

Engine control relay ties into almost everything else, You should turn the engine over with that relay unplugged, if the fuse doesnt blow then we know what sensors (or there wires) to start looking at.

Traded him a 2000 silver Tiburon with 140k miles last night. Got this car figured out in about 15 minutes. I made a circuit breaker that plugs into the ECU fuse slot and started it up. Smoke came bellowing out of the engine bay, and I shut it off immediately! The Oxygen sensor wiring was messed up and shorted out. Easy fix. Wish I didn't trade my Silver auto for it, going to be fun trying to sell a car with a salvage title Not his fault though, I could have backed out but wanted the challenge!
