I would flash my high beams repeatedly while driving dangerously close to their rear bumper, leaning on my horn and yelling obscenities at them through my open window till they moved over.
Seriously....... I would just pass them on the right.
That rarely happens to me, I drive a rather LARGE work van, when people see me behind them on the highway, approaching fast, THEY move over pretty quick. LOL!

+ for Redliner for finding the text of my next banner sticker, and I'd give 01Steve another + if I could.

I understand that the driver will probably have a confrontational attitude.
People dawdle at 10 under inthe fast all the lanes here, so that sticker just adds insult to injury. If there was no other traffic behind me and there was enough room to change lanes safely etc, I would get in front of them and do 10 under what they were doing to see what happens. I can guarantee that my X3 is worth less than their Buick in 99% of cases.

If it's someone going 10 under on a double line without their hazards on, I downshift to 3rd or second and stay near redline for a second or so to get that nice raspy "move over before I go through you" noise, all while keeping proper distance and matching their speed, or I bounce it off the redline with the clutch in.
85% of the time they get the point, the rest of the time I whip around and hold it to the floor at the next passing zone, leaving a good half mile gap between when all is said and done.
If it's someone doing the limit, or 5 under in the rain, I just smile and give them 4 car lengths, because I can relate.

This happened to me yesterday with a Doge Ram pickup and my Accent. I gave it all the Accent had and started to go around them. They sped up and I turned off.......
