My Tib still needs help!!!

Im still needing some help guys!!! We have replaced the fuel filter, fuel pressure regulator, both O2 sensors and the fuel pump! Its still hesitant...its gotten alot better but it still doesnt have the hp it should and almost no torque now! Any ideas!?!? Im thinking about just giving it to the shop we have had working on it since they know the history! Im just scared about how much it will cost! Im thinking that it cant be too expensive since we have replaced just about everything it could be and we are just thinking that it might just be something simple that we just havent thought of! If this is the case can anyone give me some ideas what it could be and how much it would cost!?!?
We also think that it might be my muffler or exhaust might be clogged from having an old CAT...which would be fixed once I put my new header on but havent yet cuz well with two jobs its kinda difficult to give Wilbur my car to do that!!

Adding this in case someone find this via a search
They replaced the fuel system parts but did not mention anything about spark plugs,wires,or cap. If you come across this you may want to try that route first. Its alot cheaper to change the wires and spark plugs then go the route they did. There is also no mention of a CEL and I find that if the car is running like that there would not be one hard to believe. Just some food for though for the archive.

Yeah, this was an update to a previous problem post she made. Plugs and wires had already been replaced, and known good coil packs had been tried to fix the problem. She had several CEL codes. In the end it turned out to be a clogged cat. Once that was replaced it did a lot better. She still has the car and her boyfriend just bought a red RD2. She just doesn't have the internet anymore.

exactly where is the distributor cap on a tib
