i'm pretty positve you have a steelyard in your town, everyone does or has one close. they will have several options in which you can choose from. a 4'x8' sheet should cost right around 70 bucks. probably more than you will ever need but you can always sell the rest to other people for their uses.
the easiest way to attach it it to take some really thin gauge metal, like 16 to 18 gauge, and make T's 2" tall by 1 to 2 " wide with the legs and arms being 1/4" wide. take some fiberglass hair and resin and mold the top of the "T" on your bumper. after it's dried, use the stem to hook the mesh and fold it around the mesh. it will hold quite well.

a lot of people just use high-strength hot glue. seems to hold well. you can pick up the mesh off ebay.
i would definitely go with fiberglass if you are comfortable using it though.

for the mesh in my bumper and hood, i epoxied some 16 gauge wiring every 6" or so, then put the mesh in and bent the wires to hold the mesh in place.
the shop that installed my kit first used hot glue, but after a couple years it started to come off.
