rust spots?

Default rust spots?

so i was just about to roll my fenders on my car (have been lowered for a while with rims, was going to do spacers). and i noticed on the driver side, below the gas fill cap, where the body meets the bumper, the inside of the fender is like all rust, and the paint is flaking off the lip of the fender.



i don't really want to roll the fenders with a weak spot in the fender, nor do i want to roll them and have a spot where moisture and dirt can build up. it's more so surface rust I think, just wondering if anyone else has gotten this rust spot yet and how did you fix it? the rest of my car is legit spotless.

Light rust is sanded completely away and painted over. Heavy rust is cut out and a patch is welded in and painted over. Anything else is begging for trouble.
