Default Panel by panel or whole car

I went and got some quotes from a couple of painters to have my car repainted the same color. One said he would have to remove all the panels one at a time to do a proper job and the other said he could spray the whole car with the panels in place. By panels, I mean fenders, doors, hatch, bumpers, hood, etc. The panel by panel guy quoted it $750 higher than the other guy. If it’s the same color, just fresh paint with more layers and better clear coat, do you really need to have the panels removed or can they stay on the car and still have a good paint job?
