Anybody know if you can spray clear over plastidip? I know I know...before anyone gives me a

I doubt it would look right. And it would not adhere until at least all the compounds from the Plastidip had outgassed. Maybe would never adhere properly.
There was a guy on Gencoupe who painted over plastidip. It looked good, but the wheel got scuffed so the plastidip had to come off. Well it changed the plastidip from stretchy and rubbery to hard and brittle, and had to be chipped off with a knife. Don't do it.
You can get this stuff for Plastidip to make it glossy
