Can you spray clear over primer?

Might be a stupid question but can this be done properly?
I like flat colors and theres a flat red primer Ive been interested in. Not only would it cost way cheaper to just do the primer with clear over it, but it would be unique and have that flat paint job Im going for.

or not... if you clear coat a flat paint, it wont be flat anymore.... clear coat adds gloss to the base.. i believe you can get a FLAT clear coat (paint protector, not really a 'clear coat') that should work.
Instead of just doing a red primer, you should get a flat red base and then use a flat clear coat.

Just spray down a regular color then a matte/flat/satin clear coat. The clear coat determines the paint's glossiness. No point in spraying a primer or looking for a flat paint unless you're doing a single stage urethane or something.
