just got a used 98 tib with 62000 mi., when i get up in rpms like 5 or so, then come down i hear this winding noise from the transmission, its deeper than what ive heard before on other cars, its between a grind and a wind, and you dont hear it when the clutch is pressed or when your accelarating. is it the transmission or the clutch? is a used cai with a new filter just as good as a new one? and are the 1.8l cams a good switch, or will they inhibit higher speed driving, or is an aftermarket cam the way to go?

Please brotha, one question at a time.

I have no idea about the "winding".

A used CAI is fine, it's the design and the filter that are most important though. Get a AEM, and either get a new filter or clean the one you have.

1.8L Cams are a great swap, why else would we do it if it wasn't?
