How much power do cats steal?
How much power could be gained by removing the restriction caused by the stock catalytic converters? And how much noise do the cats muffle?

Varies by car and tuner of course, but here's an example.
The 2013 2.0T Genesis Coupe is getting ~300whp / ~310-315wtq depending on the dyno and car. This requires an intake and catback exhaust with a secondary cat delete (racepipe/downpipe). By removing the primary cat with an empty pipe, they're seeing an extra 30-40wtq immediately. Same tuner, same dyno. It seems the small hairdryer of a turbo is maxed out at 310-315whp but removing the primary cat is releasing an average of 40wtq.
These are results seen over several tunes by BTR with the Stage 1 (OEM cat still installed) and Stage 2 (completely catless). This is also a much larger 5 bolt O2 housing coming off a twin scroll turbo, whereas the previous generation Genesis Coupe did not have this.
