ECU
Above the driver's side kick panel. Best way to get a feel for where it is? Sit in the driver's seat, place your left foot on the "dead pedal", and then "kick up" into the dash (don't actually kick, but do a slo-mo kick hehe)
Where your toes start burying themselves into the cables and crap under there, that's approximately where the ECU is. Look for a huge black wiring harness that ends in a bigass "plug"... This plug will have a shiny metal handle on it. That's the bottom of the ECU.
The ECU is held in by four bolts -- two on the sides, and two WAY THE HELL up underneath at the "top" of the ECU. If the plug-end is the bottom of the ECU, the top of it (where the bolts are) is way up in there. 10mm for the ones on top, 12mm for the ones on the side if I remember correctly.

What year elantra? 1997-2000 should be in the exact same place Red described.
