Crank Pulley Bolt Torque Issues

Been having problems with torqueing a crank pulley bolt to spec without having the car roll back or the crankshaft rotate along with the camshaft. This is near impossible, had my brother come out and he held the brakes even, still rotating, and going back to its original spot after trying.
Should the car be lifted more? How much is this thing gonna give?

It will rotate as long as you don't have anything completely blocking the crank from spinning. A screwdriver in the starter teeth on the flywheel could work. I used a lever holding the timing gear immobile relative to the head (with the timing belt installed) and an assistant hanging off the lever . . . edit I couldn't find where I said how I did it so I added to the end of the timing setting DIY

Hyundai recommends that special tool be in their mechanics tool boxes. When I get a actual garage that I can work in, I'll be buying a pneumatic set and a adjustable torque impact adapter. That's the shizzy.
