Compression ratio!!
DO NOT use twin gaskets, the seal between the block and heads are already one of the weakest link, especially under high compression or forced induction circumstances. Go for either a copper or steel(plyed)gasket that meets your specs. It may be expensive, but if you wanna go with either of the above I also reccomend a stud kit for better force distribution.

BTW when installing NEW pistons LETS say the UFB cast iron Pistons is it recommended to machine the Sleeves or are they just drop in Pistons.

If you want to rebore the bottom end it makes more sense to have the bottom end resleeved. Boring it out will reduce sleeve thickness, and if you want to either up compression, go N20 or turbocharge the engine, it will be more worth your while to have the sleeves replaced to go with the overbore pistons, if those are what you choose.
I don't know squat about UFB products, but I'm sure there are many other ppl here that do.

The whole problem is with NOT installing the HEAD spacer in the first place.If i have done this from the beginning i wouldnt have any problems with the creeping and all the HEADACHES!

No, your problem is not doing the learning, work, and not building the kit yourself, but instead buying a kit we know has problems getting setup right (Random) and not having half a clue what to do when something goes wrong.
You should buy the ballistic hypereutic pistons like most everyone said becuase then you wouldnt have a problem with boost creep, as your engine could handle the higher boost pressures.
It sounds like you need a larger downpipe. Either the 2.5" or th 3" pipe will be fine, though I feel the 3" pipe will be better for your problems. Either the wastegate is too small, in which case you either need to bore it out, get an external wastegate, or get a bigger turbo OR the downpipe doesnt merge the discharge from the wastegate and turbine well. A bigger downpipe will only help if the latter is true. If your wastegate is too small, you'll still have boost creep, no matter how large the downpipe is and no matter how high the compression is.

Larger downpipe will just add more boost everywhere (will at LEAST give you more boost creep) the big problem is your wastegate not being able to control the boost,you must have a problem in this area(wastegate)
have you tried running without the wastegate actuator connected? By that i mean don't hang the rod tp the wastegate so it will be open at all times
