I need to be able to pass emissions, here in OR. This is what I had in mind.

Either one should work, but depending on how much of a visual emissions inspection is done the second one would be more likely to pass because it looks more like a typical cat. I have the first one on my Accent and I've never gotten a CEL.

That makes it easier than welding on a bung.

We would want to have it as far up towards the front of the car as possible and the flex pipe right behind it.

My cat is at the front of the downpipe right after the header. The shop I had connect the piping put the flex pipe in the middle of the car so it breaks exhaust hangers all the time so I'm going to redo it.

With is being so close to the oil pan, wont disturb it?

Ok, cool. My header primaries run under the oil pan so the cat is still well behind the motor.
