Since so many people have asked about this, I figured I'd post it to where it can be found later. Taken DIRECTLY from HMA SERVICE and also found in your owners manual for those of you too lazy to go out to the car to look.
on HMA, It's under the SHOP Tab, Body Electrical Systems --> Lighting System --> Right Headlamp --> Headlamp aiming

SERVICE MANUAL
Applies to: Tiburon 2000-2001 GROUP
Body Electrical System Lighting System

<span style="font-size:36pt;line-height:100%">HEADLIGHT AIMING ADJUSTMENT</span>
INSPECTIONS

The headlamps should be aimed with the proper beam-setting equipment, and in accordance with the equipment manufacturer's instruction.

[attachment=106:attachment]

NOTE
If there are any regulations pertaining to the aiming of headlamps in the area where the vehicle is to be used, adjust so as to meet those requirements.

Alternately turn the adjusting bolts to adjust the headlamp aiming. If beam-setting equipment is not available, proceed as follows:

1. Inflate the tires to the specified pressure and remove all heavy load from the vehicle, except a driver, spare tire and tools.
2. The vehicle should be placed on a flat surface.
3. Draw vertical lines (vertical lines passing through respective headlamp centers) and a horizontal line (horizontal line passing through center of headlamps) on a screen.
Attachment 68
4. When the headlamp and battery in normal condition, aim the headlamps. Make a vertical and horizontal adjustment of the lower beam to the standard values by using the adjusting knobs.

Dimension: mm (in)
Vehicle Condition ...H1.............H2............. W1.............W2..................... L
W/oDriver ........ 605 (23.8)... 309 (12.2).. 1,032 (40.6).. 1,080 (42.5)... 3,000 (118.1)
With Driver ....... 592 (23.3).... 296 (11.6)............

W : Distance between the head lamps bulb center. (Low beam)

W2: Distance between the fog lamps bulb center.

H1: Height between the head lamp bulb center and ground.

H2: Height between the fog lamp bulb center and ground.

L: Distance between the head lamp bulb center and screen.

Turn on the low beam without driver. The cut-off is projected in the allowable range (shaded area).
Attachment 69
Turn on the fog lamp without driver. The cut-off line is projected tin the allowable range.
[attachment=105:attachment]

The fog lamp is non-adjustable of he horizontal direction. If the deviation of the light beam axis exceeds the standard value, check to be sure that the mounting location or some other point is not defective.

CAUTION
Be sure to adjust the aiming adjustment screw in the tightening direction.

NOTE
The reflectors for low beam and high beam have been combined into a single part, so if the low beam adjustment is made, high beam adjustment is not necessary.

<span style="color:red">majikTib's summary:</span>
-- Place headlights of car 118 inches (9 feet, 10 inches) away from wall or screen.
-- Turn low beams on without driver in vehicle.
-- Adjust screws so that lines are 2 feet from ground to the top of the line. Adjust driver height, then passenger.

A few turns either way won't make much difference, so I usually go a little higher than 2 feet. Adjust after a night of driving; make sure your headlights aren't hitting other vehicles side mirrors or rear windshield.
