Some of that is just grade A a**holery. Seriously!
The tipping thing though, I see all the time and I have friends who are notorious cheap-asses. I tend to tip $1/drink even if it's an open bar. It's just courtesy.
Plus it means that the bar tender is far more likely to serve you before much of anyone else.

Working in the club scene, I've heard all of the horror stories from bartenders. The way I look at it is, it's just like going out to eat at a restaurant. If you dont have enough money to tip properly, then keep your ass home.

I usually start a tab with my card and then tip cash based on my whole tab. Cash tips are easier to "deal with" as far as income tax goes.
I have a few cocktail waitress and stripper friends who basically say that your first tip determines how frequently they return.
