Those Mags were OEM on 98-00 SE's in Canada (KSpec Rims) Not available as far as I know from the factory in the states.
TO ME they look a little lower, but it could be just sagging struts / springs.

Jack her up and just look.

best way to check ride height.. go from centre to the wheel well lip. Going from ground to the lip puts too many variables in the measuring. Going from the centre to the lip is more repeatable..

And yes, that looks pretty close to stock for me. I am running 16s on my tib at the stock ride height.. my car looks lowered too.. the gap, while I have never measured it, is even all the way around
