Well I'm not from around the GTA, but in Ottawa there is a place called deals for wheels. They usually have good prices. That's where I got my rims and 1st and 2nd set of rubber.

First of all, I wouldn't go that wide in a winter tire. Try Johnston and Magwood at Mavis and Burnhamthorpe. I bought my Kumho winter tires there last year after checking around and they had a competitive price with great service. Also try Wal-mart. They have good prices on Dunlop winter tires.
