According to Motegi's site these have both 4x100 and 4x113.5m so they should fit. But the offset is 42mm, RDs call for +35 offset so this could come close to fenders as JonGTR said.



In answer to your initial question, 195 is pretty narrow. I would run a 205 minimum but the speedo will read ~2% slower than your actual speed.

That's not a phenolic spacer. They're to isolate heat transfer between engine parts. It's a hubcentric spacer that you're thinking of. You may or may not need or want a spacer.



These would sit centered about 1/4" deeper into the wheel well, (42mm vs. 35mm) but they're probably an inch wider than stock. That's assuming a 6" wide stock wheel on RD's but I don't know if that's correct.



If it's an inch wider but 1/4" deeper offset it'll end up sitting 3/4" inboard of your current wheel and 1/4" out towards your fender. That will let you check the clearance.

 

I have a Nitto tires size 205/45R17 on 17x7's, All I can say its just a perfect fit. For 15's 205/55R15 is just right.
