Default Coilovers too compressed?

Hey I have H&R coil-overs and I'm getting a little nervous with the fronts, I had to raise the coil-overs up quite a bit, about 4 inches from the base, in order to keep my tire from hitting the fender.
Since it is raised that much, the bottom spring is completely compressed together and I feel it isn't good. Should I swap the positions of the two springs? Put the larger spring on bottom?
Here is a picture with the car is jacked up how the spring looks.

i dont think its gonna change the compression on the soft spring...
u need to change ur adjustable settings on ur coil overs....
the way they come isnt the ideal setup, i dont know how to set ur sh*t up but ur gonna need scales to see weight on each tire...
google that sh*t, lmfao!

There's only one way to adjust it and that's to raise it up and down with the forks, which is what I did. Even with it raised that much it is still very low.

The first thing you need to ask yourself is if those "overly compressed" springs, are actually helper springs that work only in rebound, OR if the second spring is just of a different rate. Some shock packages are designed around having these helper springs that are meant to run fully compressed at ride height, and extend only when droop occurs. There doesn't seem to be any provision for adjustment in that spacer between the springs(is it one spring sitting on top of the other, kept in orientation with a plastic-like shim?) so that's what I'm a bit suspicious of.

You may want to call the manufacturer tech line and ask them.

Well I swaped the position of the big and little spirng, and it handles much better. But damn do these things run low. I have them almost cranked all the way up and still almost rubbing against the fender.
